Hard 12 is a useful strategy lesson because the correct action changes across dealer upcards that casual players often group together as “weak.”
Against a dealer 2, basic strategy says hit. Against a dealer 3, it also says hit. Against 4, 5, or 6, you stand.
The reason is not that 2 and 3 are strong cards. They are still relatively weak dealer upcards. They simply are not weak enough to make standing on a hard 12 the better tradeoff. Once the dealer reaches 4, the balance crosses the boundary.
