Basic strategy says to stand on a hard 13 against a dealer 4. It is one of the more straightforward stiff-hand decisions in blackjack: your 13 is weak, but the dealer’s 4 is weak enough that taking another card does more harm than good.

Why standing is better than hitting
A hard 13 is often called a stiff hand because it is too low to feel comfortable standing yet high enough that hitting carries a substantial bust risk. Against a strong dealer card, you usually accept that risk because standing is even worse. Against a weak dealer card such as 4, the balance changes.
When the dealer shows 4, the dealer must keep drawing until reaching the required stopping total. That forced-draw process creates a meaningful chance that the dealer will bust. Your 13 does not need to become a strong hand to benefit from that. It only needs to remain alive.
Hitting introduces a new way to lose immediately: busting your own hand before the dealer ever has to complete theirs.
What is the bust chance if you hit hard 13?
Using the usual infinite-deck approximation, five of the 13 card ranks bust a hard 13: 9, 10, Jack, Queen, and King. Ten-value cards collectively account for four rank-equivalents.
That gives an immediate one-card bust probability of:
5 ÷ 13 ≈ 38.46%
So almost two out of every five hits bust immediately under that approximation. The exact probability in a finite shoe depends on which cards have already been removed, but 38.46% is a useful baseline for understanding the decision.
This does not mean “never hit 13.” Against dealer 7 through Ace, basic strategy normally tells you to hit because standing on 13 against those stronger upcards performs even worse. Blackjack strategy compares the expected value of the available actions; it does not simply minimize your chance of busting on the next card.
Why the dealer’s 4 matters
Dealer upcards are not equally dangerous. A 4 belongs to the dealer’s weak 2-through-6 region because the dealer is more likely to be forced through totals where another mandatory draw can cause a bust.

Hard 12 has a lower immediate bust risk when hit: only a 10-value card busts it, or 4/13 in the infinite-deck model. Hard 13 also busts on a 9, raising its immediate bust risk to 5/13. By the time the dealer is showing 4, standing is already preferable for hard 12, so adding the extra bust rank makes hard 13 an even clearer stand.

Does H17 vs S17 change 13 vs 4?
No. Whether the dealer hits or stands on soft 17 changes several blackjack decisions, but ordinary hard 13 vs dealer 4 remains a stand.
H17 is generally a less favorable rule for the player because the dealer gets another chance to improve certain soft 17 hands. That rule matters enough that you should know which game you are playing, but you do not need a separate 13-vs-4 memory rule for H17 and S17.
Does the number of decks change the play?
Not for the standard total-dependent 13-vs-4 decision. Hard 13 vs dealer 4 is a stand in the usual single-deck and multi-deck basic strategies.

What if your 13 contains an Ace?
First make sure the hand is actually hard 13. A hand is soft when an Ace can still count as 11 without busting. Soft hands have their own strategy because they can take a card without the same immediate bust risk.

Hitting because 13 “is too low”
This is the most common conceptual error. Your hand strength is only half the decision. A weak player total can correctly stand when the dealer is in a sufficiently vulnerable position.

The opposite shortcut is also wrong. Hard 13 stands against 2–6, but against dealer 7 through Ace you normally hit. Memorize the boundary rather than a blanket rule.
Using dealer bust odds as the whole strategy
