H17 vs S17 changes the edge
Soft 17 is a dealer total such as Ace-6, where the Ace counts as 11.
At an S17 table, the dealer stands. At an H17 table, the dealer must hit. The extra draw occasionally makes the dealer bust, but it also gives the dealer more chances to improve a weak 17. Overall, H17 favors the casino.
Wizard of Odds’ standard comparison puts the cost of H17 at about 0.22 percentage points relative to S17. The exact strategy also changes in a handful of cells, so using an S17 chart at an H17 game compounds the problem.

DAS and splitting rules matter too
DAS means double after split. If you split a pair and one of the new hands becomes a strong doubling total, DAS lets you increase the wager and take one additional card.
Removing DAS costs the player roughly 0.14 percentage points under the standard Wizard of Odds comparison rules. It also changes several pair decisions because a split is less valuable when the resulting hands cannot be doubled.

Late surrender lets you give up certain bad starting hands and lose half the wager instead of playing the hand to completion.

The strategy is rule-sensitive. For example, whether the dealer hits soft 17 can change surrender decisions against an Ace. If the table offers the option, use a chart matched to that game rather than surrendering every 15 or 16 automatically.

Why the number of decks affects the house edge
Fewer decks are generally better for the basic-strategy player when the rest of the rules are held constant. This surprises people because deck count seems like it should matter only to card counters.
It matters even off the top of the shoe because card removal changes the probabilities differently in games with fewer cards. One important effect is the frequency and value of natural blackjacks.

If you stand on 16 against a dealer 7 because you are afraid to bust, split tens because two hands look more exciting, or take insurance without a count-based reason, the casino’s effective advantage against your actual play becomes larger.

Does card counting eliminate the house edge?
Card counting is a separate concept from basic strategy.
A balanced system such as Hi-Lo tracks changes in the composition of the remaining cards. When the unseen shoe becomes unusually rich in tens and Aces, the player’s expected value can improve. At sufficiently favorable counts, an advantage player may have a positive expectation under suitable game conditions.
